Yes .

It may have been a ex Japanese captured vehicle from Malaya and somehow made its way to Vietnam through Thailand . In any case, its a real survivor and surprising its still in running order !

Could it also have been Ex-French forces? What vehicles did they use in the 50's?

A possibility as France did receive surplus vehicles from Britain after the war, as well as American and Canadian ones.
