Fabricated air scoops on Grizzly tanks

hello again,

the question today is about the fabricated air scoops seen on few surviving Grizzly tanks. Was it fabricated by Montreal Locomotive Works or a supplier because there were not enough of the cast type for production, or is it a post-WW2 addition/replacement ?
