What is this and who belongs to it?
 This Chev is a bit of a mystery to us - it is Queensland registered but has appeared at various events in Victoria - this pic taken at Heyfield recently... The tac sign says it's a C15A personnel but it's also been fitted with a winch and the body looks like it's been scratchbuilt. So any ideas on who it belongs to?
