Wink M818 Front Brakes

I am just renewing my front brakes on an M818 Tractor unit at the moment and was wondering whether the front uses the outer oil seal flange that stops the oil from coming through the axle housing. There was not one fitted, but should there be?, also behind the inner hub seal, is there a retaining ring that bolts on the hub to retain this seal against the inner hub bearing, the reason I ask this is that there is a ring of bolt holes around this inner hub, but for what purpose, they are drilled and tapped? Can someone enlighten me??,Thanks.
