Robert,
Are there no holes on the POW carrier towards the handle end of the shovel, which could take a couple of small bolts to secure a piece of webbing ? The reason I suggest this is that on my LAAT in the top NS locker there is a welded bracket to take the blade end and a 1" webbing strap, about 3" down from the top of the handle, which secures the shovel in place.
