Looking at the link given, it appears to be an HF transceiver covering 4 - 10 MHz (unless there's a second frequency range obscured by the rust and knobs).
Switch settings are "Norm" and "XTAL", possibly twice, and the option of speaker or headphones.
No idea what it's for, but the AC mains or battery operation might make it an "official" set of some kind - for base station or vehicle operation?
I'm just guessing, though.
