It looks like you are right Tony. This article mentions that the company was replacing it's older "stretched DUKWs" with Duck Trucks. The NTSB investigation found that the company should have registered as a vehicle manufacturer.

In this case, the front left axle sheared off resulting in the accident. It was a known problem with these vehicles.
