I see the L and M, but I see only 1 part. I've never seen the seal before with all the tab slots in it. And the locking washer goes on before the seal, so we should be looking at the seal in the photo.

FUC-03 shows the locking washer on the outside of the second adjusting nut, with the seal in the middle of the two nuts. Seems like the washer would do very little good there; it would rattle off and ride on the axle shaft. The location of it in the parts diagram made me think it was an add on.
The workshop manual UC F-1, 0n pages H0 and H1, show it between the bearing and the adjusting nut. In fig 1 it even gives it a different group number; 1240 and calls the adj nut 1124.
