I think I remember seeing these, in the UK, attached to wooden posts on the roadside to indicate that the verge dropped away sharply or there was a very deep ditch. The posts were painted in black and white stripes and made of timber with a section of about 6" wide by 2"" thick.
If I'm right, these would have been used in the 1930s and 1940s on narrow country lanes. A few would still have been visible in the 1950s.
