The variations apply just as much today across different manufacturers. Here are 3 new-production 9.00-13 tyres; Left Olympic Sand Grip 30.5", Middle Bridgestone Alligator (uninflated) 29.75", right MRF Sand 30.75".
I don't think mounting the Bridgestone to a rim and inflating it would go over 30".
