That fabric you see around the inside of the ring is canvas stitched to the pressboard cab liner (staff car), which is held up by the pads which are screwed to the inside of the ring. The canvas formes a gromment around the inside of the ring, and there are two grommets on the liner where the holes for the cover tie down come through There was also a strip of metal screwed to the front of the ring that I presumed was to give the cover some "bite" when it was snugged down from inside. I assume that's what the clevis bracket inside to the rear is for.
