I bought some new bleed screws for Lockheed cylinders once and they weeped. On investigation, although the thread was correct, the screw was slack in the cylinder, they were pattern parts. I searched around and eventually found new genuine Lockheed screws and it solved the problem, better fit in the cylinder. The witness mark could be fooling you as when tightening it could mark all the way around but not in fact create a seal.
