I don't have an exact date but I suspect it was a carry over from the late 1940s. When the CAOR was in Germany they adopted wireless sets to British scales. These include sets like C42, C45, C11/R210, etc. Often paired with the WS53 xmtr it would be used by RCSigs.
What is interesting is the NCB (21) of the NSN. This is the country code for Canada. It is usually assigned to the country who introduces it to the NATO supply chain. Being a British set I would have expected "99".
