Hi Markwin

First, welcome to the world of CMPs, is it a Pattern 11, 12 or 13?

Do you have a manual for your vehicle? Reason is this that is probably the best place to start on checking the brakes. If the vehicle has been standing without the brakes being used for that long there is a good chance that not all the cylinders will be working. I would recommend pulling the drums and checking the condition of the brake parts.

Now as to the throttle peddle not coming all the way back by it self. Not this is not normal and will make the truck very hard to shift. Start with lubricating all the joints in the throttle linkage there are a lot of them. Then work the peddle until it is easy moving . Check the return spring which is under intake and behind the exhaust pipe. While you are checking remove the air cleaner and look down through the throat to see that the throttle plate is closing all the way and opening all the way. Also check the manual for how to adjust the throttle linkage.
