You have to remember that it all comes down to volume.
Canada and the United States do so much business together that there are many avenues for shipping. There are literally 10s of thousands of flights, trucks, buses, boats what have you that cross the border daily.
I am sure the same cannot be said for trade with places like Brazil...
I have even noticed that shipping within Canada or to the USA is even cheaper than from the USA to here, at least with Canada Post vs USPS.
Perhaps said cmp part can accompany someone in luggage going
to Brasil or piggyback in someone elses shipment...
You guys might try Uship and see what happens.
