The bolt holes are there to allow the hubs to be flipped around if used for dual wheels...ie the rear position. At least that is the case on the M35 family which uses the same rockwell axles except smaller.
It has been a few years since I worked on the 5 ton family, but if memory serves there will be the seal and retainer inside the tube. You have to pull the axle shaft to get to it. There should not be oil in the knuckle, although there always is a rich soup of oil and grease. As such, there is no outer hub seal wiper installed as it would serve no purpose.
