Mirror Models CMP C60L in 1/35th

I won this kit at the AMPS Great White North show a few weeks ago.
It depicts C60L GS with the composite wood/steel body.
It's your typical short-run injection-molded it with really thick parts runners but it does include a small fret of photo etched parts. The plastic parts look well detailed and should go together without too much trouble
It also includes a bizarre vacuformed canvas top which is not very useful and a set of vinyl Dunlop 10:50-16 tires, which are too small and not very well detailed. I sent off for a set of Resin 10:50-20 tires which are very nice and an additional PE set.
A couple of questions:
When did Chev change over from the 'civilian pattern' rectangular dash instrument panel to the US-style dials?
There is an odd half-cylinder shape moulded to the right side of the engine cover which have not seen in prototype pictures. Any ideas what it is? I figure Mirror Models used an existing C60 as a pattern vehicle and some of the unusual features reflect 65 years of civilian use.
