Although I didn't scrutinize your rims last time I was over, I doubt that they are result of anything other than a previous owner wanting something cheaper/easier to find than the 16" tubed pizza cutter NDT/NDCC tires. The 5 on 5.5 lug pattern is
very common, and has been on nearly every Jeep (except J Trucks, Wagoneers and early Cherokees) from 1940s right up to end of the CJ era in 1986.
