The flap along the bottom edge is certainly like an old deuce. It was to allow the bows to be in a high or a low position. But as has already been mentioned, the deuce had separate end pieces to the tarp. Normal deuce box was 12 foot. Trailer boxes are 9 foot if I recall, so the tarp might be ea bit too big big for that. How wide is the tarp?
Another clue to the origins of the tarp would be the buckle style for the end flaps. Are they the double loop type buckle (Brit/cdn) or the clamp type buckles (post war US)?
Were there adjustable bows on the 60cwts?
