Default What is this part?

I received this part in a job lot of Blitz parts.

The previous owner believed it was Blitz related, but i'm not so sure.
I have been searching through various Blitz manuals but have not seen anything to hint what this might be.

There are NO hydraulic or pneumatic input/output openings. Only the mechanical linkages, one of which still has the connecting arm attached.
Has a data plate on it and I read it this afternoon, but forgot exactly what it said by the time I got back to the house. I do remember it was made in "Coventry, England" and was rated for variable RPM.

Any information would be appreciated.
