Hey Bruce,
I think you mean "TUFOR" not "TOFOR". I can't tell you what it stands for but it was probably a movie writer's creation. In 2007 I supplied a dozen or so military vehicles for a mini-series call "Zone of Separation", a drama about Canadian soldiers in Bosnia in the mid-1990's. I never got to see the final version of the film but it was filmed in Bosnia and in Hamilton, Ontario so there were problems matching the vehicles available in both countries, as well as the usual budget constraints.
I always thought it may have been subtle reference to a Canadian case of 24 beer (a "two-four") but I'll try to find out the exact origin of "TUFOR".
If you have seen the film, I hope they included a shot of my 1945 Superior bus on a Dodge D60(?) chassis - it was used to transport the refugees.
