You're right, casting new track links is the easy part, albeit they have to be hardened. The difficult (and expensive!) part is forging/machining/hardening track pins.
Secondly, yes, I suppose one
could make a padded track, but realistically it would be a lot more money and frankly, considering carriers have relatively little ground pressure, a waste of time. Rubberized tracks might allow a bit more traction on asphalt, but probably not enough to justify their design & manufacture.
