Bruce, I have found that removing the offending area to be
the easiest way to rid your problem, sometimes it isn't feasible. You can either use a bondo product or a glazing compound both of which are quite available. You must insure that the area has been appropriately prepared ie. sandblasted. Another common product is high fill epoxy primer which can be laid down quite heavily and then top coated with your choice of colour.
