Hi Lynn.

What does the front side look like?

It seems to have a lace up style of opening but I cannot see how it could fit over any hard seat frame, though a soft inner cushion could be placed in it and laced up and then the complete covered cushion assembly placed on a seat frame.

Any indications of how it might be secured to a seat frame?

Could it be aircraft related?

While the wrong shape for a CMP (or Jeep, I don't recognise the shape), it looks like it would be a simple fit to a folding seat frame such as found in a Cab 11/12. The seat frame would need to be folded forward and then the "pockets" seen on the rear of the cover slipped over the top of the rear frame and the front of the seat base. When the seat is folded back vertical, this would tension the cover and hold it in place.
