While it might fit a military vehicle, it is a civilian extinguisher as evidenced by the "distributed by the Waterloo insurance co".

The DND extinguishers could form a collection in themselves, with various versions having DND ARMY, Department of National Defense, and other similar ownership stamps or labels.
