Looking for a military hmmwv hummer here in Canada.
Anyone with some information would be appreciated. Projects or completes will be considered

There are a couple guys ding imports right now who are offering turn key HMMWV trucks right now. One in Ontario and the other in Quebec.
Alternatively, go to the USA and score a great deal then do the importation yourself. You can probably get one for 35-40% less than the importers are charging.
Be cautious though as there are many things on a Humvee that add up quickly and are quite expensive to replace.

a lot of the ads for the states say that they will not sell to buyers outside usa because of regulations. are these vehicles part of controlled products?

The vast majority of the Humvees on the market right now are recent sales thru govplanet. 99% of the Humvees sold through them are ITAR controlled, and require end user certificates. So the buyer essentially has the vehicle registered to them as controlled goods, which are why they are limiting their sales to US citizens only. It is possible that they may have to account for everything ITAR controlled that they have ever purchased.

All that said, apparently they are exportable with the right paperwork, so it may be possible to get an exporter in the US to purchase you a Humvee at the Govplanet price and then apply for an export permit for you.

Lots of Humvees in civilian hands in the US which are road titled. Also some dealers who will build what you want and export.
Personally, the Kijiji guy in Toronto looks like a good alternative.
Kind of funny regarding the ITAR and Controlled goods angle... Uncle Sam left hundreds of them in Iraq and Afganistan and it looks like ISIS and the Taliban are very happy with them...
