Do these qualify as a form of wireless communication?
Has anybody ever used them before or had training on how to use them?

Yes we learnt it in the Sea Cadets in the 50's/60's.

As they rely on photonic reflection to be seen you could say they operate at the frequency of light. The inverse of frequency is wavelength so would qualify for wireless. :) :)
