I've never known what went over the parking brake/starter leaver opening in the floor and have even attempted to sew up a canvas one. They may exist but I haven't seen an original one. My latest acquisition built in late 44 has this thick felt that mostly closes off the opening. first one I've ever seen and looks to be made of very thick boot felt.

My 1943-44 C60L with an Australian built cab is in reasonably good original condition and it also has a large amount of what appears to be the thick felt that you are referring to Harry, underneath a sheet metal plate around the handbrake and starter lever.
